中国多晶硅行业准入条件出炉

 今年1月24日,工业和信息化部、国家发展改革委、环境保护部发布了《多晶硅行业准入条件》(下称《条件》)。该《条件》规定:“在政府投资项目核准新目录出台前,新建多晶硅项目原则上不再批准。”《条件》特别指出:“但对加强技术创新、促进节能环保等确有必要建设的项目,报国务院投资主管部门组织论证和核准。”这个法规是自2009年9月国务院发布第38号文《关于抑制部分行业产能过剩和重复建设引导产业健康发展若干意见的通知》之后,政府部门对多晶硅行业再次出台相关意见。

中国硅材料信息研究中心副秘书长白洪强说:“时隔一年多出台具体的准入条件,我觉得政府的态度变得更加温和了。”他还指出: “《条件》里面的"但是"留了一定的余地,实际上是对符合准入条件的多晶硅生产企业的鼓励,也是对这一行业的引导和保护。”

之前的38号文件,要求各地方政府“坚持产业政策导向,严格执行环境监管、用地管理、金融政策和项目投资管理的有关规定,将坚决抑制部分行业产能过剩和重复建设作为结构调整的重点工作抓紧抓好。” 它重点提到了包括多晶硅、平板玻璃、钢铁、水泥在内的六大行业。虽然,这次提到的几个限制条件,与当年的38号文基本都是一样的。但需要注意到的是,一年多的时间过去了,中国企业的技术水平在提升,当初看似很难达到的要求,可能现在就没有那么难了。

而在能耗方面,考虑到时间点的不同,条件甚至还比38号文件发布的时候都更加宽松。在2009年的38号文中有一条:“太阳能级多晶硅还原电耗小于60千瓦时/千克”。而在24号发布的《条件》中这个条件的提法是:“太阳能级多晶硅还原电耗小于80千瓦时/千克,到2011年底前小于60千瓦时/千克”。最明显的地方是后处理,38号文出台的时候,国内几乎没有什么企业能够达到98.5%、99%、99%的要求;但是目前只要规模大的企业就能够符合这个条件。

所以,现在出台具体的《条件》,实际上是对去年38号文的一个呼应,是鼓励有技术、有资金或环保能力的企业进行扩张,让它们做大做强。

白洪强说:“按照国外的行业集中度,国际多晶硅行业巨头一般就3到5家左右,而国内现在至少几十家。通过准入条件进行限定,可以防止资金、技术、实力不行的企业进入该行业,使产能过剩,鱼龙混杂。从这个角度上看,是对国内多晶硅大企业的一种鼓励。”

On January 24 in 2011, the Ministry of Industry and Information Technology, National Development and Reform Commission and Ministry of Environmental Protection issued the Requirements of Polysilicon Access Conditions (the "Conditions"). The "conditions" states that: "Before the new catalog of government-funded projects being approved, new polysilicon projects cannot be approved in principle.”"Conditions" particularly pointed out that: "But the necessary projects for the purpose of strengthening technological innovation and promoting energy saving and environmental protection might be constructed, they should wait for the State Council department in charge of investment feasibility to approve after studies." This regulation is the second advice made by government after State Council Document No. 38 Notice on curbing overcapacity in some industries and duplication to guide the healthy development of industry issued in September 2009.

Hongqiang Bai, Deputy Secretary-General of China Silicon Material Information Research Center, said: "the introduction of specific access conditions was issued more than a year later; I think the Government's attitude has become milder." He also pointed that: " the ‘but ‘in the conditions left some room, which in fact is the encouragement for  the  producers of polysilicon which meet the access conditions, it is also the guidance and protection to the industry.”

The previous document No.38 required local governments to "adhere to industrial policy, strictly implement the environmental monitoring, land management, financial policies and investment management requirements, for the purpose of curbing the overcapacity and duplication of some industry." It highlighted six industries including polycrystalline silicon, glass, steel, cement. Although several of the mentioned constraints in this notice are basically the same with that in the No. 38 document, what is needed to be noted is that more than a year later, the technological  level of Chinese enterprises is in the promotion, so the requirements seeming to be difficult to meet originally may be now not so difficult.

In energy consumption, taking into account of the different time points, conditions are even more relaxed than what they are when document N.38 was released. There is one condition in document No.38 in 2009: "the restore power consumption of solar-grade polysilicon should be less than 60 kWh / kg." In the notice issued on January 24 , the condition became: “the restore power consumption of solar-grade polysilicon should be less than 80 kWh / kg, and less  than  60 kWh / kg before the end of 2011.  “The most obvious part is post-processing, when the No. 38 document was issued, there is little domestic companies which can fulfill the 98.5%, 99%, 99% of requirements, but now nearly all large-scale enterprises will be able to meet this condition.
