航空业低迷不振,航班正点率连续下滑

去年12月中以来,航空业低迷不振,中国四大航空公司股价平均跌幅达13.34%,其中,海南航空的跌幅最大,达到20.19%。随着持续走高的油价,中国高铁的蓬勃发展以及日益激烈的行业竞争,航空业面临着巨大的挑战。中国民用航空局副局长夏兴华近日在全国民航空管系统工作会议上表示,去年航班正点率为75.43%,同比降低了6.46%,这也是航班正点率连续第三年下滑。针对这一问题,他认为在可用空域资源极为有限的情况下,将通过加强高空合并,优化干线航路和繁忙机场终端空域,开辟临时航线等措施,民航空管最大限度地提高空域容量和运行效率。

近两年来,航班延误给众多旅客造成了重大困扰。有关机构先后出台了一系列整治办法。先是全国40个繁忙机场对外公布了《航班延误治理服务承诺》。近日,夏兴华也对外表示,在日常航班正常工作中,延误超过2小时的航班,空管部门必须优先安排飞机起飞,并确保已关舱门的航班在30分钟内起飞。业内人士对以上举措并不看好,他们怀疑如果只是规定,没有实质性的处罚措施,可能只会是说说而已。而起到关键性作用的航空公司一直没有绝对的表态。

国家空管新航行系统技术重点实验室主任张军说:“将很多延误都归为是空中管制所导致,是不合理的。从数据统计分析来看,空管原因引起的延误大概在20%左右。”中国民航大学刘光才教授经过三年研究得出结论:“2006-2008年我国航班延误各种原因的统计,三年里,航空公司分别占 44.2%、45.9%、45.82%,空管分别占23.8%、24.9%、21.64%,其次是天气(19.9%、19.7%、22.31%),机场原因(2.0%、0.9%、2.35%)。”

春运迎来了交通运输行业的春天。据民航部门预计,40天的春运,民航旅客运输量将达3260万人次。目前,北京、海口、拉萨、深圳、广州、三亚、湛江、上海和西宁9个城市客座率超过85%,尤其是北京机场客座率超90%。然而,近期京沪高铁提前通车,又对航空业带来了更大的挑战。

Since mid-December last year, the airline industry mired in a deep malaise, China’s four major airlines’ stock dropped by an average of 13.34%, of which the biggest "loser" is Hainan Airline, its stock decreased by 20.19%. Along with the continuous rise of aircraft oil price, the rise of China's high-speed railway and the increasingly fierce market competition, the airline industry is facing tremendous challenge. Xia Xinhua, Deputy Director of Civil Aviation Administration of China, recently announced in the National Civil Aviation Conference that the flight punctuality rate was 75.43% last year with a 6.4% decrease. The flight punctuality rate experienced three- consecutive-year decline. To solve this problem, he believes when the available airspace resources are limited, the feasible measures to maximize airspace capacity and improve operational efficiency are strengthening high-altitude collaboration, optimizing the trunk routes and the terminal airspace at the busy airports, and opening up temporary routes.

In the past two years, flights delay generates a significant distress to passengers. Government agencies and related organizations have issued a series of remedial measures. In the first place, China's 40 busy airports announced the "flight delay governance pledges". Recently, Xia Xinhua also announced, under the normal operation, if flights are delayed more than 2 hours, air traffic control authorities must give taking off priority to those flights and ensure the door closed and flights taking off within 30 minutes. Nevertheless, some industry advisors are not too optimistic about the above measures, they argue if they only provide regulations without any substantive penalties, people may only talk about it without any action, and the airline companies who play a key role in this issue have no absolute determination to ease the issue.

Zhang Jun, Director of National Air Traffic Control Navigation System Technology Laboratory said: "It's irrational to class most of the delays to the result of air traffic control. According to the statistics and data analysis, only 20% delays are caused by air traffic control." Liu Guangcai, Profession of China Civil Aviation University drew a conclusion based on a 3 years research: "The proportion of each flight delay from 2006 to 2009 as follows: the airline delay accounts for 44.2%, 45.9% and 45.82%; air traffic control constitutes 23.8%, 24.9%, and 21.64%; extreme weather occupies 19.9%, 19.7%, and 22.31%; airport delay make up 2%, 0.9%, and 2.35%."

Spring Festival is normally the peak season for transportation industry. It is estimated by the Civil Aviation Authorities, air passenger transport volume will reach 32.6 million during 40 days of Spring Festival. Presently, Beijing, Haikou, Shenzhen, Guangzhou, Sanya, Zhenjiang, Shanghai and Xining of which city the passenger’s load factors are over 85%, especially, Beijing is over 90%. However, the recent opening of Beijing-Shanghai high-speed railway ahead of schedule bringing about more challenging to China’s airline industry.
