在过去的“十一五”时期,广西北部湾经济区不断开拓进取,深入发展。在短短的五年时间里,北部湾全区从一个经济发展的辅助角色,华丽蜕变成广西经济发展的领头羊,带动周边地区的贸易和投资,使得西南经济走出一条适合自己的路子。

随着中国-东盟自贸区的建成和运作,东南亚各国之间的投资和贸易变得更加便利,使得自贸区内显现一片欣欣向荣的景象。根据《中国经济新闻》的数据库显示,2010年广西外贸进出口总值177.1亿美元,刷新2009年创下的142.5亿美元的历史纪录。其中,东盟连续第10年保持为广西第一大贸易伙伴和第一大出口市场的地位。因此,位于中国对东盟出口桥头堡位置的北部湾,有着近水楼台先得月的地理优势。

当然,作为“十二五”的开局之年,北部湾地区除了拥有地理和政策支持的优势外,同时也面对着更多的挑战。随着国家一系列促进区域协调发展的文件、规划相继出台,国家赋予的优惠政策逐步趋同,北部湾经济区先前所享受的政策优惠不再突出,区域外的竞争压力也在不断增大。

此外,随着北部湾经济开发的不断深入,资金投入少,产业规模小,且创新能力不足等问题,正逐渐显露出来,并对经济区的加快发展形成制约。为了应对这些不足和问题,自治区北部弯负责人,对外展示了北部湾经济区的未来规划。同时,在全区经济工作会议中提出,加快推进北部湾经济区产业、港口、交通、物流、城建、旅游、招商和文化大发展等“八大”工作的部署,明确了每项工作3-5年内的发展目标。

与此同时,中国铁道部部长刘志军表示,将在今年加快推进与老挝和缅甸的铁路合作项目,努力让这条从中国出发,经过老挝、泰国、马来西亚,最终抵达新加坡的高铁线路有望在 2011年开工建设。届时,将以南宁、河内、金边、曼谷、吉隆坡、新加坡等沿线大城市为依托,充分发挥沿线各国人流、物流、信息流和资金流的聚集效应,推动区域内工业、农业、旅游业、交通、投资贸易以及服务业等产业的深度合作。
