2011年1月4日日至12日,李克强副总理应邀对西班牙、德国和英国进行正式访问。访问结束之际,陪同出访的外交部副部长傅莹向随行记者介绍了此访成果。

傅莹说,李副总理此访是新年伊始中国领导人首次出访,也是中国对欧洲的重要外交行动。访问日程紧凑、内容充实,9天之内安排了46场活动。三国高度重视此访,给予热情、友好和高规格的接待,媒体高度关注。这次李克强副总理对欧洲三国的成功访问,开创了今年中欧关系的良好开局。

一、增进了与欧洲三国的相互了解
李副总理表示,中国与三国互为战略伙伴,拥有广泛共同利益,中国的发展是欧盟国家的机遇,欧盟国家的繁荣稳定也是中国的机遇,中方愿与三国同舟共济,共迎挑战,共谋发展。另外,李副总理还希望与三国及欧盟在应对危机中深化合作,建立面向未来、平等相待、互利共赢和可持续发展的伙伴关系。希望三国在推动欧盟承认中国完全市场经济地位,以期在解除对华军售禁令问题上继续发挥积极作用。

二、加强了与欧洲三国的经贸关系
李副总理广泛接触三国工商界人士,在中西企业家早餐会、中德和中英工商界晚宴上分别发表重要演讲,提出进一步发展双方经贸关系的思路和建议。深入考察了西班牙国家电网公司、宝马新能源汽车项目、德意志自然科技博物馆、英国“海蟒”波浪发电项目和建筑科学研究院科技创新园,了解三国在能源开发和科技创新领域的新动态、新发展。访问期间,中方与三国签署了能源资源、航空、电信、金融、机械、旅游等领域的一系列合作协议。

另外,中方欢迎欧洲企业来华投资兴业,愿进一步改善投资环境,鼓励更多中国企业赴欧投资。希望三国与中方共同反对贸易投资保护主义,放宽对华高技术产品出口限制,为中方商务人员赴欧提供更多便利。与此同时,三国对加强对华经贸合作表现出极大热情和期待,表示支持自由贸易,反对贸易保护主义,将继续推动欧盟尽早承认中国完全市场经济地位。

三、增进了与欧洲三国的人文交流
李副总理表示,中方与三国都具有深厚的历史文化传统,人文交流具有广阔空间,对促进互利合作具有积极影响。双方应继续加强人文交流,进一步夯实双方关系的民意基础。与此同时,三国政府表示将积极鼓励双方人员往来,增进民众之间的相互了解。民众对中国文化表示敬仰,希望更多了解中国的历史、现状和未来,成为对华关系的促进者。

四、加强了在重大国际问题上的沟通与协调
李副总理与三国领导人就国际经济形势、二十国集团、世贸组织多哈回合谈判、气候变化、朝核、伊朗核、反恐、防扩散等国际和地区性问题深入交换了意见。李副总理表示,中国与三国关系已日益超越双边范畴,具有全球意义,中方愿与三国进一步加强在国际事务中的沟通与协调,推动中欧关系继续发展,促进世界的和平、发展和稳定。

三国均高度赞赏中国在国际事务中发挥的重要、积极作用,表示在国际问题上与中方对表十分重要,将继续加强与中方的磋商与协调,在国际多边场合开展更紧密的合作。

五、宣介了中国发展成就及发展理念
访问期间,李副总理利用会见、会谈等各种机会,特别是在三国发表《满怀信心合作发展》、《加深相互理解实现合作共赢》和《创新发展共促繁荣》三场重要演讲,全面介绍了中国改革开放30多年来的成就和未来发展战略,表示中国走出了和平发展、合作发展、和谐发展这条符合世界潮流和中国国情的道路,但中国依然是发展中国家,要实现现代化,使13亿人民共享改革发展成果,还有很长的路要走。中国将坚定不移地走改革开放之路,坚持以人为本,全面协调可持续的科学发展,加快转变经济发展方式。

傅莹最后说,在新的形势下,中国与三国、欧盟关系面临重要的历史机遇,双方应努力增进相互了解,深化务实合作,扩大人文交流,加强国际协作,化挑战为机遇,实现中国与三国及欧洲的共同繁荣与发展。

From Jan. 4 to 12, 2011, Vice Premier Li Keqiang paid official visits to Spain, Germany and the United Kingdom on invitation. As Vice Premier Li's trip is coming to an end, Vice Foreign Minister Fu Ying introduced to the accompanying journalists the outcome of the trip.

Fu said Vice Premier Li's visit is the first of its kind by the Chinese state leaders at the start of the New Year and a major diplomatic move to Europe. The trip is featured by a tight schedule and rich contents. In 9-day time, Vice Premier Li attended 46 diplomatic activities. The three countries he visited also attached great importance to the trip and accorded him with warm and friendly receptions and a high standard of hospitality. His trip also attracted close attention of the media. The visits were a great success and have been a solid start for the development of China's relations with Europe in 2011.

1. Enhanced Mutual Understanding
Vice Premier Li said, China and the three countries are strategic partners sharing broad common interest. China's development will present huge opportunities for EU countries, whose prosperity and stability will in turn present opportunities for China as well. China is willing to work together with the three countries through difficult times to tackle challenges and seek for common development. In addition, Vice Premier Li hoped to deepen cooperation with the three countries and the EU in response to the crisis and establish future-oriented and win-win partnerships featuring equality, mutual benefit, and sustainable development with the three countries. China hopes that the three countries could continue to play an active role in urging EU to recognize China's full market economy status and lift arms embargo on China.

2. Strengthened Trade, Economic Relations
Vice Premier Li engaged in extensive contacts with the business communities of the three countries. He delivered important speeches respectively at the breakfast for Chinese and Spanish entrepreneurs, the dinner for Chinese and German business and trade communities and the dinner for Chinese and British business and trade communities. During the events, he expounded ideas and suggestions on further promoting bilateral business and trade relations. He visited the national grid corporation of Spain, BMW's new energy vehicle project, the German museum of natural science and technology, the Pelamis Wave Power project and the BRE Innovation Park of the United Kingdom to have an updated understanding of new development and progress of the three countries in energy development and technological innovation. During his trip, China signed a series of cooperation agreements with the three countries in such fields as energy resources, aviation, telecommunications, finance, machinery, and tourism.

In addition, The Chinese side welcomes European companies to invest in China. China is willing to further improve the investment environment and encourage more Chinese enterprises to invest in Europe. He hoped that the three countries and China could work together to oppose trade and investment protectionism, relax export restrictions on high-tech products to China, and provide more facilitation for Chinese business people to go to Europe. At the same time, the three countries showed great enthusiasm and expectations to strengthen business and trade cooperation with China. They expressed support for free trade and opposition to protectionism and willingness to continue to urge the EU to recognize China's full market economy status at early as possible.

3. Boosted Humanistic Exchanges
Hailing their respective long historical and cultural traditions, Li said China and the three European countries have great potential in humanistic exchanges, which is a constructive factor for boosting mutually beneficial cooperation. He also urged the two sides to continue intensifying humanistic exchanges and further consolidate the basis of public opinions of their relations. At the same time, the three governments said they would actively encourage people-to-people exchanges between the two sides to increase mutual understanding between the people. The public expressed their admiration for the Chinese culture and their hope to learn more about the past, present and future of China and become promoters driving the relations with China.

4. Strengthened Communication and Coordination on Major International Issues
Vice Premier Li and the leaders of the three countries had an in-depth exchange of views on the international economic situation, the Group of Twenty, the WTO Doha Round negotiations, climate change, and nuclear issue on the Korean Peninsula, Iranian nuclear issue, anti-terrorism, nonproliferation and other international and regional issues. Vice Premier Li said relations between China and the three countries have been growing beyond the bilateral scope and bear global significance. The Chinese side is willing to further strengthen communication and coordination with the three countries on international affairs, drive the constant development of China-EU relations and promote world peace, development and stability.

The three countries spoke highly of the important, positive role played by China in international affairs. They expressed that it is very important to coordinate with China on international issues and they will continue to strengthen consultation and coordination with China and carry out closer cooperation with China on international multilateral occasions.

5. China’s Achievements, Concept of Development Promoted
During the visits, Vice Premier Li used every occasion, such as meetings and talks, particularly the three important speeches he delivered respectively at the three countries which are titled, "To Be Confident to Achieve Development through Cooperation", "To Strengthen Mutual Understanding for Win-Win Cooperation", and "To Explore Innovative Means of Development for Common Development" to comprehensively introduce achievements China has made since the reform and opening up 30 years ago and China's future development strategies. He said China has found a path of peaceful development, cooperative development and harmonious development, which is in line with the world trend and China's own conditions. However, China remains a developing country. There is still a long way to go to achieve modernization and let the 1.3-billion Chinese people share the achievements of reform and development. China will unswervingly follow the road of reform and opening up, stick to the comprehensive, people-oriented, coordinated, sustainable and scientific development, and accelerate the transformation of economic growth patterns.

Fu Ying concluded that the relations between China and the three countries and between China and the EU are facing important historical opportunities in the new situation. The two sides should strive to promote mutual understanding, deepen pragmatic cooperation, expand cultural and people-to-people exchanges, strengthen international cooperation, turn challenges into opportunities and achieve common development of China, the three countries and Europe.
