全面落实“皖北振兴”战略，促进区域经济协调发展
Promoting the coordinated development of regional economy with the total implementation of the strategy --- "Revitalization of Northern Anhui”

多年来，由于地处淮河流域、人口超过全省一半的皖北地区（主要包括安徽以北的，淮北、亳州、宿州、蚌埠、阜阳、淮南六市），一直是安徽经济发展的配角。皖北地区在发展的过程中，一直存在整体经济总量偏小、人均收入低和发展基础薄弱等问题。“皖北地区在安徽人口和地域面积上的位置与其经济发展水平极不相称，是典型的大块头小体量，”安徽省皖北办主任丁海中说。
 
不过，这种现象马上要成为过去了。因为，安徽省长王三运在今年的政府工作报告中提出，“持续加快皖北振兴，让皖北成为安徽加速崛起的新生力量和战略支撑”，所以，在统筹城乡发展、促进区域经济协调发展战略指引下，皖北振兴将迎来新机遇。2011年，作为“十二五”建设的开局之年，政府将在在财税体制、基础设施建设、金融、人才等各方面，给予一系列突破性优惠政策，力促“皖北振兴”战略的全面落实。
 
在亳州，一个现代化中药产业正在紧锣密鼓建设中。作为国家级历史文化名城和闻名遐迩的养生之城、长寿之乡，亳州打算通过１０年努力，将中药产业培育成为安徽省重点产业和亳州市支柱产业之一，预计产值规模超过１０００亿元。
 
在阜阳市，由于汽车销量增幅跃居安徽第一，一个集维修、休闲、汽车文化为一体大型汽贸城正在紧张建设中。该市还引入中航工业公司，投资建设重型罐装运输车生产基地，目前二期建设正紧张进行，预计到“十二五”末，销售收入达到１００亿元。
 

同时，省政府还大胆革新，酝酿在财政、基础设施、园区建设上破格支持皖北地区。此外，还将一次性安排２５亿元，设立战略性新兴产业发展引导资金和风险投资引导基金，同等条件下有重点地向皖北地区战略性新兴产业和重大项目加大倾斜。 

 For many years, Northern Anhui locates（Including the Huaibei, Bozhou, Suzhou, Bengbu, Fuyang, Huainan six cities) in the Basin of Huai He River, who has more than half of the province's population, has been playing the supporting role of economic development of Anhui province. In the process of the development of Northern Anhui, there have been some issues of less overall economic output, lower per capita income and weak development foundation. ​​The position of the population and geographical area of Anhui is disproportionate with its level of economic development. It is the typical a hunk with little physical fitness, the office director of northern Anhui Ding Haizhong said. 

However, this situation is about to be passed. Because, the Anhui’s governor Wang Sanyun, proposed that ”We should continue to accelerate the revitalization of Northern Anhui, and make it become the accelerative growing up new force and strategic support of Anhui” in the report of government work this year. Therefore, under the guidance of the co-ordination of urban and rural development and coordinated development of promoting regional economic, the revitalization of northern Anhui will have a new opportunity. The year of 2011, as the starting year of the “12th Five -Year Plan”. In order to strive to promote the total implementation of the strategy of “revitalization of northern Anhui”, the government will give a series of breakthrough incentives in the part of tax system, infrastructure, finance, personnel and other aspects. 

In Bozhou, a modern Chinese medicine industry is in the intense construction. Bozhou, as a national historical and cultural city, a longevity and a famous city where is fit for a healthy life. It is planning to be trained traditional Chinese medicine to become the key industries of Anhui and one of the pillar industries of Bozhou, whose size of value is expected to be more than 100 billion yuan.

In Fuyang, as the increase of car sales has ranked to the first of Anhui. A set of maintenance, leisure and car culture as a whole is under busy construction. The city is also introducing the company of China Aviation Industry Corporation, who will have an investment and construction in the area of heavy truck canned. The second phase of this construction is underway currently. The total sales of it will reach 100 billion yuan by the end of “12th Five -Year Plan”.

At the same time, the government also has the spirit of bold innovation; they are preparing the policy of exceptional support in the part of finance, infrastructure, and park construction of Northern Anhui. In addition, they will arrange $ 2.5 billion at the one-time, to set up the strategic guided funds of the development of new industries; and the guided funds of venture capital. Increasing the selective tilt to the Northern Anhui in the area of new industries and major projects under the same conditions
