2011年1月4日，中国国务院正式批复《山东半岛蓝色经济区发展规划》。这个“十二五”开局之年第一个获批的国家发展战略、第一个以海洋经济为主题的区域发展战略，将山东经济发展的空间，由山东半岛地区6万多平方公里陆域延伸到近16万平方公里海域，成为国家海洋发展战略和区域协调发展战略的重要组成部分。
近年来，青岛、烟台、威海、日照、潍坊、滨州、东营等沿海7市，充分发挥各自的海洋优势产业，不断增强海洋科技力量，利用完善的港口体系等综合优势，积极推进海洋产业结构转型升级，构筑现代海洋产业体系，成为山东半岛经济优化升级的新兴力量。
青岛市集中发展高端产业集群，随着中海油海洋工程、中石油海洋工程等大批船舶与海洋工程大项目建成投产，胶州湾西岸成为亚洲最大的船舶与海洋工程制造基地。
烟台市集中投资2000多亿元，持续推进上百个经济重点项目，培育、壮大了莱福士海洋工程、巨涛海洋重工、大宇造船为代表的蓝色产业新体系。
日照市在承接世界临港产业转移的同时，拒绝照搬传统产业模式，力求走出一条绿色临港产业之路，以形成产业结构、城市环境俱佳的特色竞争力。
威海市不断提高水产品精加工水平，引进投资54亿元的11个海产品生产加工项目，带动远洋捕捞、海水养殖、加工等产业链提升，推进了传统渔业向现代海洋渔业发展。
滨州市一直在持续不断地发展，循环经济产业链的同时，实现了生态环保、经济发展、资源高效利用的“多赢”新局面。
东营市着力改造提升石油化工、橡胶轮胎、纺织服装等传统产业，加快发展高效生态农业发展，壮大了现代渔业、生态畜牧业等优势产业，形成了传统优势工业与高效生态农业双轮驱动发展新格局。
On January 4, 2011, Chinese State Council formally approved the Blue Economic Zone Development Plan of Shandong Peninsula. This is the first national development strategy approved in the year of the 12th Five-year Plan and regional development strategy with ocean economy as them. It makes the economic development space of Shandong extend from 60,000 square kilometers land areas to nearly 160，000 square kilometers sea of Shandong Peninsula, which becomes an important part of national marine development strategy and regional development strategy.
In recent years, 7 coastal cities including Qingdao, Yantai, Weihai, Rizhao, Weifang, Binzhou and Dongying keep enhancing marine science and technology strength giving full play to their marine industries. And they make good use of comprehensive port systems and actively promote the marine industry restructuring to upgrade and build a modern marine industry system, which becomes the emerging economic power of the Shandong Peninsula.
Qingdao City focuses on high-end industrial groups. With the completion of CNOOC marine engineering, CNPC marine engineering and many other large-sized ships and marine engineering project, Jiaozhou Bay will become Asia's largest ship and marine engineering manufacturing base.
Yantai concentrates to invest over 20 billion and continues to promote the hundreds of key projects, which cultivates and strengthens blue industry new system, represented by the Raffles marine engineering, Jutal Offshore Heavy Industries, Daewoo Shipbuilding.
Rizhao port is undertaking the transfer of world’s port-surrounding industry. At the same time, it strives to blaze a path of green port-surrounding industry to form superb features with superior industrial structure and competitive urban environment.
Weihai continuously improve the aquatic level of finishing and introduces 11 seafood production and processing projects valued 5.4 billion yuan, which promotes the enhancement of deep-sea fishing, aquaculture, processing and other industrial chains and promotes the transfer from traditional to modern marine fisheries.
Binzhou City has been in continuous development of circular economy while achieves new "win-win" situation of environmental protection, economic development and efficient resource adoption.
Dongying City makes efforts to transform and elevate the petrochemical, rubber tires, textiles，garments and other traditional industries. At the same time, they accelerate the development of efficient ecological agriculture, which strengthens modern fisheries, ecological animal husbandry industries and other competitive industries. It has formed a new pattern by two wheels’ driving development of traditional advanced industry and efficient ecological agriculture.
